Personally, I think this is related to the differences in approach to developer relations between Microsoft and Sony ...

Both the PS2 and the PS3 launched with inadequate tools and documentation and (essentially) their response to developers’ complaints was “Tough!” ... In contrast, with the XBox and XBox 360 Microsoft launched with an excellent toolset and gave developers access to experts to aid developers.

While I know nothing about the inner workings of Valve, I wouldn’t be that surprised if some developers have started to resent Sony in part because of how they were treated in the past, and because of how much better Microsoft has been to them lately.

I've seen this argument tossed around a lot. What I'm yet to see is the link that spawned this line of thinking.

Personally, I've used a lot of development tools and read through a lot of documentation and (while I currently develop in Java and C++ using Eclipse IDEs) Microsoft's resources are really unparalleled in terms of quantity, quality and access to experts. Beyond that, I remember developers talking about how there was no decent compiler for either the PS3 or PS2 at launch, and I remember hearing of developers who had to implement their own OpenGL drivers for the PS2 because Sony didn’t provide them ...

Well, I didn't hear this. Looks like sony's 3rd party dev support sucks if you're right.
