the problem I have with the knife is not pulling it, but it's nonexisting range + the fact that you can't move while having pulled it - like this most zombies have more range with their weapons, so the knife is barely usable in situations without ammunition and even in close range battles (for it's very hard to gauge when you effectively are in range to use it)
I don't know whether or not this was the same in RE4, but I do remember knifing my way through the mansion of REmake was possible and very fun
BTW if you didn't have enough ammo try destroying some wooden barrels and boxes
