"Okami has been moderately successful... due in no small part to the quality of the game and the fact that it was cost effectively produced with managed scope."

 They're quotes from two different people.

 I'd imagine the first Okami reference is to the PS2 versions flop, and the second to the Wii version when compared to the sales of the PS2 version and port costs. Chances are the sales from both versions still leave their total investment from Okami in the red though.
