In order to add someone to your friends list in a Wii or DS online game you have to enter their friend code and they have to enter yours. Nintendo seems to have a policy against games allowing any text or voice chat between anyone who hasn't already exchanged friend codes.
It's a hassle, but it is kind of understandable since parents groups would rape Nintendo if they offered a service like Live that could potentially expose children to foul-mouthed players (who as it happens are themselves children) and strangers with candy.
