The solution is one of the following. Not sure which.
If town A is has less extreme slope than town b then town a could be higher than town b while town b is on a higher slope than town a.
This could also be a game of sea-level. If town a is naturally higher than town from sea-level it can be considered higher than town b but town b is at a higher distance from sea-level than town a if there is a massive difference in the level of the sea from one side of a mountain and another.
