This is true, because even if KZ2 doesn't increase retail sales dramatically, there will be a boost in shipments to go with the game (it also has a bundle right? which is even more so)
Still, this will be one of very few targets Sony has actually managed to hit in a while... and considering back when Sony made it the majority of this website thought it would be breeze and they would sail past by 2-3 million, it's not that great an acheivement.
