Sold means sold to retailers, not sold to the end user. This is only logical. Companies have control over the accuracy of the data of shipped units. They have no such control over sold.

 Except at the beginning of 2007 Nintendo released its figures on sales and differentiated between how much had been shipped and how much had been sold
