That article is pure moaning, and the only time we have had a "patch" released was when 2.4 (huge update) was released.
And compared to the dashboard of the 360, the XMB has used much more RAM than, and with almost each FW release, Sony has reduced that RAM usage, which is important for the game developers.
And with 2.6, we also got features like a safe mode and more things to do on the ingame XMB (http://www.vgchartz.com/forum/thread.php?id=57685)
