I'd hazard a guess that it could be a company that is losing money at a high rate and the ways to turn it round are very few. Ways that seem to lead to even more losses. Ways that do not gurantee recovery in a very harsh climate? As some famous guy who i forget once said "If it were easy to make money we would all be rich". :)
Either that or a ship that has a hole in it.....
