Not really... IU was to be originally published by MS, they gave it to SE hoping it would bolster sales (or at least that was the official reason given). TLR is a multiplatform game, either you believe they had troubles with the ps3 side of development (which sorta makes sense) or you have to get into the eerie territorry of conspiracy theories.
The only real exclusive from SE is SO4. And that was Tri-Ace's choice and it happened because through IU Microsoft bankrolled the engine that will power SO4 making it extremely cheap to develop.
