John Baptiste Emmanuel Zorg (Gary Oldman) in The Fifth Element: amusing yet totally ruthless.
Edward the Longshanks (Patrick McGoohan) in Braveheart: slimy, underhanded, merciless.
Not necessarily the best, but some different ones that sprung to mind.
