Because GT 3 sold 15m, and it launched on the PS2 with an install base of 12m (according to a previous post). GT games seem to be something that are much more succesful on their first release of a generation, as GT 2 is the lowest selling game, from VGC figures, at 9.37m, and GT 4 is also low, at about 10m from polyphony digital shipment figures. Conversly 1 and 3 sold 11m and 15m, so we are expecting great things from GT 5

I think the only other competition is GTA next and Call of Duty Modern Warfare 2:

These are the top selling Xbox games atm, and while there is a tiny chance of GTA IV beating Halo 3 through increased sales thanks to DLC (tiny, tiny, tiny .... tiny chance)

There is a definite possibility that the next IW game could breach that 9m, and a very very very real chance of the next GTA, assuming it comes out in 2010 of selling 10m... we shall see

 

GT3 really isn't the best example to use to support your argument, since it was bundled pretty heavily at one point.
