Any number of reasons. In the event that it's another MGS-published game, for instance, it would probably be because Microsoft wants to unveil it at E3 or TGS.

As for Lost Odyssey 2, I don't really see a sequel considering how the original game ended. I loved the game and all, but it feels complete as it is.

No. They're not really a developer, for one thing. Sakaguchi is the idea guy, and they always outsource to some other team (feelplus, Artoon, etc.) to do the actual programming.

Microsoft doesn't own them, and they've made more DS games than 360 ones at this point.
