Is not the "Million Seller" lists based at least in part upon information provided by the companies themselves rather than just the sales data?
Also, it is very possible for a game to sell 250K in each region without ever reaching 1M -- since there are probably no more than three regions.
Finally, it is interesting that the list here is more inclusive than what is found on Wikipedia -- which only has 26 games at 1M for the GC.

What I want to know is if Pikmin 2 came close to 1M in sales, why is it so expensive to get a second-hand copy today.
