The PC version was announced well after the PS3 and 360 version. The PS3/360 version of The Last Remnant was announced in May of 2007.

Every quantifiable fact points to the PS3 being the reason that the PS3 version of TLR is late. The fact that the PC version was announced 14 months after the PS3 version and will be releasing first should cement that fact.
