1/ Piracy is rampant - much more so than on the DS.

2/ Sony are promoting it for uses other than game playing. It makes a pretty good portable video player.

3/ Game development for the PSP is much harder than for the DS. The financials don't work out as well, it has a much lower install base, plenty of evidence to show that games don't sell well on it, and its most costly to develop for.

Add all those factors up, and you get a compelling picture of why there is no PSP software in the top 50 on a weekly basis.
