There is no infomation released on the second game at all. So theres nothing we can say about Mass Effect 2 that can be confirmed. Heck, I live in edmonton. I've met a few of the bioware developers and I don't even know if or when there will be a mass effect 2. Or even if it will still be on the xbox 360! They are that good.
When you start a new game, you're given the choice to start the game with a character you've already beaten the game with. Allowing you to have new choices in that game and follow a different path. Your character skills will remain the same however you can still change your partner's skills. That will save over any career data for that character, unless you create a new save file.
Or, you can create a brand new character and live that character's life.
I personally recommend the latter. As it allows you to play as different classes.
