Because Sony's R&D before this was intended for a Snes add-on? A drive (maybe with additional technology like the Sega MegaCD, which included CPU, GPU and RAM) does not make a complete system.

What do you mean? The Sony Playstation had a very different architecture as compared to the Snes. The PSX is not like a Snes with CD Rom instead of a cartidge slot...

By the end of 92 they had their own console ready but after the agreement with the lawsuit Nintendo filled against them in the US they went back and redisigned it.
