If the programming is good and has a USP or a 'hook' to get people interested then it should be a success. I would also expect Nintendo to concentrate on refining and enhancing the service a bit before making worldwide. Its bound to have teething troubles (most things do) so I would say expanding into other markets would be 2010 at the earliest. Also the guy saying Wii Music flopped is correct in a critical sense and when compared to Wii Fit/Play/Sports. Doesn't mean it aint successful though.
