The rest was 11-12M. I don't think this is mainly that people are bad at predicting, but rather that you solely look at the bad predictions.

And now I must quote myself.

 But there's 20 predictions! If you only look at the bad 1/6th of the total, there will ALWAYS be bad predictions. You cannot avoid that.
