The high age rating is mostly due to the developers wanting somekind of "shock" effect into the game, not that much of the industry realising gamers are growing up.
Basically it's a similar thing with making games with better graphics. Instead of having a good dialogue in the game, the developers choose the main character to have a chainsaw to cut the enemies limbs with it.
