Haar > Jill.  Easily.  Here are the statistical averages (ignoring good/bad RNG):

58 vs 52 HP.  Haar wins.
38 vs 35 Strength.  Haar wins.

Haar can take more of a beating and give more of a beating than Jill can.  Heck, Haar is capping Strength at 38 when Jill only has 31.  He caps it a full 8 levels before Jill and 3 points higher too!

The only reason to ever choose Jill over Haar IMO is for her Resistance stat being so much higher than Haar's (usually).  That's why I took Jill to End Game instead of Haar but... it was a painful decision to make considering how awesome Haar is.

This is BS, and you know it if you know FE.

These averages just show that Jill could consistently double Haar. Her Speed and Luck means she has a far bigger evade rate too. That's not even counting the transfer data. Just to say I don't understand this BS about numbers making people say siome are better or not. That's just not true, it entirely depends on how you play and who you choose. These stats are not even half of what you need, to know if a character is better than another or not. Basically, the best characters are the one you prefer.

BTW, units don't promote at level 20, they promote at level 21, hence why you need promotion items that can make you win 1 level of XP.

Also, the main characters usually don't promote like the others. They are promoted during some events.

Thus why you usually need to use the X2 XP skill so that they have a chance to reach lvl 20 before they promote. IIRC I didn't need to do that for Micaiah, as I used her in the first chapter, and she just became a beast after lvl 10.

It's an old phrase now but... PERSONAL EXPERIENCE MEANS NOTHING.  Because RNG can be good or bad depending on your luck, average stats are all that matter for debates and that is why you see them brought up in any character debate.  

Micaiah's biggest problem isn't her stats but her late promotions especially to tier 3.
