The highest selling Final Fantasy ever (FFVII) has sold 4 million units in Japan, since then the series has been in a steady decline sales-wise. (Final Fantasy XII's sales have still been huge though but that's not my point).

 

So even if you assume that there are still 3 million potential Final Fantasy fans left in Japan, not all of them own a PSP and not all of them will purchase this game.
