do you really understand how decoding works? its about software not hardware. Look at it through the eyes of a GPU on a desktop. A desktop can scale a video to whatever size the resolution is set to. It decoded the video format and spits out the end video. If it is a format the GPU doesnt know the system cant decode it meaning you either need a new codex and have your CPU do the decoding or just download a file that supports the GPU.
Player specific decoders are nothing more than specialized GPUs. They just have to match Intel's integrated GPUs is strength and they can decode video of any size because they do not have to emulate a thousand zombies in real time like GPUs do for L4D or massive lively landscapes in Crysis.
