I highly doubt you can call where I live to be Underdeveloped, like the other poster I live in the US.

I don't think you can call faulty wiring (which wasn't in place when the home was built but occurred over time) to be the reason for "lacking infrastructure"

Neither can you call downed power lines as such. I've seen heavy wind know tree branches/leaves into the wires crossing across the streets and causing sparks to fly

and having a blown transmission in the summer when use is heavy can't be classified as lacking either when the utility company has equipment set to handle most amounts imagined its only when use goes extremely over that this has happened. (Again I only mentioned the ONE time that I actually saw my transformer blow as it could be seen from my window, 2nd floor of apt building)

and lastly I can't imagine counting an act of nature such as a lightning strike causing a surge to be the fault of poor infrastructure either
