It matches her top, so I guess they're panties. Easily mistakeable for her hoo-hah, but these things are pixelated out (BY LAW!!!111) in Japan.
OT: I think faceplates are more common in Japan. They seem to be included with games more often there (Idolm@ster, Tales of Vesperia, etc.)
