The fact that this game requires a classic controller is entirely irrelevant to the SF4 arguement. This game will be cheap and easy to port while helping build a fanbase for future releases. SF4 would probably be very expensive to port down while not building up a fanbase for anything. This game can sell like crap and turn a profit where SF4 would need decent sales. See the difference?
