The problem is not that it is hard to develop a Wii game, it is that developers treat Wii like a red headed stepchild. In most cases they don't even try to put out good quality. The development problem is actually more of a focus problem. They don't even begin to focus on the Wii's graphics, and release games that don't even qualify for last gen's graphics. They know the Wii sells for controls, so why bother making it look good? Then on top of that, the biggest area of fail is that developers do not focus on the reason the wii is popular : creative use of NEXT GEN CONTROLLERS to immerse players in the game.
Games should be built around the control scheme to be successful. Too often controls feel tacked on and just don't work. or they just use waggle and don't spend time giving you a next gen experience.
If you put effort in maximizing graphics to at least beyond PS2 level, and immerse people in the game with amazing controls then you have a heads up on 95% of the competition.
