Its a good idea. I almost wouldn't be surprised if the full version of GT ends up free - or at least budget (hard to give away something free that is boxed).
Sony will make a heap of money from downloadable tracks, cars, AI(?) and anything else they might want to distribute digitally.
Plus at this point, anything that boosts PS3 sales will be a bonus.

I can't see this being a huge seller/drawcard though. GT4-HD is already available as a download. And there isn't exactly a shortage of racers on the market - and with PGR4, NFS:ProStreet, Midnight Club all hitting in the coming months. And the next Burnout hitting early next year.
Plenty of racing available for every platform.
