Gears 2 probably.

I have not played fallout so I can't judge that one.

For MP:
For WaW, it just feels like a slightly inferior version of 4, and I am just struggling to get into the MP a bit, I have only played like 3 hours, and it has not quite dragged me in in the same way that 4 did. That is its major downside, 4 is so good it could never live up to it, and with slightly worse maps it does not quite.
Gears 2's MP is severely flawed, and I probably would not be playing it if it were not for the achievements. Having said that, once you get over the fact that the gameplay is radically different from the single player mode, and your shotgun and chainsaw will be your best friend.
However, horde mode is incredible. It is great fun, and allows you to play 5 player co-op against wave and wave. Apart from boosting your KDR on GeoW.com it is also very satisfying when you have a team working together, taking down huge numbers of locust.

For SP:
WaW, good. But not mind blowing. Looking back on it, there are not that many moments that really stand out for me, because while having Jack Bauer there does make it awesome, it did not feel that new, and it is just filled with so much action, when you see another 30 Japanese around the corner, it does not get you that excited and it does just become a little tedious, especially with the infamous respawning enemies and invisible trip wire. However, the set piece missions are great, such as the one in the plane, and the tank mission provide a great change of pace
As for GeoW 2, it is far superior to 1. The storytelling is excellent, and for the most part it is varied. The gameplay balance is very good, with a mix of small encounters and larger ones, but the problem is, you just play through sitting back, and sniping people, which can be a little bit slow, but it is generally okay. The tank mission was a bit rubbish, but it did provide a change of pace. My problem is that acts 3 and 4 were quite dingy for the most part, and I certainly got tired of act 3 quickly, it just felt like a copy of 1 in the abandoned factory. But anyway, 2 is a great game, and I actually though chapter 5 was fantastic, though it is certainly a very cinematic chapter, and it does feel quite emotional at the end as you can relax after having fought through so many locust

So overall, Gears does win it by some distance from WaW
