I've never, ever called a Killzone game (not even the second one) a Halo killer and never will, at least not unless it gets proven. The truth is, Halos are only slightly above mediocre but what makes them stand out is the hype, polishness and the fact that they're on consoles (hey, the first one was the first proper console FPS, at least according to many). That is why I don't consider it a very difficult job to be better than Halo, though (apart from sales of course, but sales have never determined what is good and what is not). Personally I think Killzone 2 seems better than Halo but I doubt that's how it will get received in the end.
