The reason is simply (at least I believe so, I have no clue really, just a moron who thinks he has a clue :P) that ioi doesn't have an arrangement to collect data from them. There is no reason ioi would not want to get it, so it is

A) Walmart doesn't know exactly how much they sell and such

B) They want money for it

C) They don't feel like publishing it to VGChartz.

 

Well done. A is wrong and B and C is virtually the same. The sentences are also written horribly.
