The X360 installs the whole game and runs it off the HDD. You still need the disc to prove that you own it.

The PS3 installs some data, but NOT the whole game. You still need the disc because it needs to read information off of it.

EDIT: IF Microsoft wanted to allow a similar feature as the PS3, each company would have to program their game to take advantage of it, unlike their current solution, which doesn't require any considerations by the software companies.

 

 Well hopefully MS programs it into their future 1st and 2nd party titles.
