Yes, because it is good for story, with Africa being the previously stated origin of the progenitor virus.
...and story is the only thing in this game an old school RE fan has to look forward to.

Limited ammo, limited healing items, limited saves, limited inventory space and preserving them all as well as being limited in options to carry makes for good, challenging gameplay.
RE4s infinite saves, continues, mass ammo, mass heals, and enough space to walk about with a full arsenal of weapons capable of blowing away anything you see was just stupid. May as well have put infinite ammo on all weapons with unlimited inventory space, it wouldn't have made the game easier.
Dumbed down does not = good. |

I still think that it shows an immense amount of cultural insensitivity. Dropping a big muscley super American white guy in the heart of Africa so he can shoot a lot of AIDS victims pseudo-zombified black folks in the face is just crass. And I'm only half-joking about the AIDS thing, since zombification can so easily be construed as a metaphor for AIDS. Seriously, they needed to think this one through a bit more!
And just between you and me, I have never, ever, not in my life, been able to take the Resident Evil story seriously. Not as part of a larger whole, and certainly not since Code Veronica.

Well, I didn't say dumbing down was good. I just said that being scary is part of the gameplay in horror games. RE4 wasn't really a horror game, so it can't be placed on the same value metric as earlier games in the series.
