GT4 released in Q4 2004, which would make it 5 years in developement if the rumor are true. While it would probably take a lot less time to make a second GT for the PS3 than the first, say 3 years, it would push it to 2012, so maybe Sony could decide to make the next one a launch title for the release of the new Playstation system. Would certainly give it a nice boost right at the start.
