The PS1, PS2, Game Boy Advance, and DS can all play burned games without the user having to open up the consoles or install a modchip, and they all have great software sales.
Besides, having to open it and install a chip has proven to do little to stop anyone. If someone wants to play burned games and all that's standing in their way is installing a chip, then they'll either find out how to do it themselves or find someone who can do it for them. All of the PS2's and Xboxes with modchips in them should make that pretty clear.
