If the bolded is a reference to development costs I don't think you're right, because by that time 3rd parties who develop PS360 will have had ample time to develop, customize, and streamline their engines, while there will be no such foundation for HD Wii games. To keep costs down I don't anticipate radical hardware changes from Sony or MS, so all their stuff should stilll be usable.
I also think that there's little chance that a Wii HD will sell as well as the Wii did, because I doubt the majority of the "blue ocean" people will feel a need to upgrade. The "grahics whores" who are willing to pay for such things, are on 360 and PS3.
