Except you have changed it to a 6 point scale in doing so.
in your version you seem to be doing the closest to..... so 91 would be rounded up to 100, which is the same as 5/5 in mathematical terms yes.
similarly 89 would be rounded down to 80, which is 4/5 (read as 4 "over" 5 instead of "out of")..... but what then would a score of 9% be.... surely it would be rounded down to 0/5.... except we are using a 5 point scale which doesn't have a 0/5 in it.
I also know my maths (though since A-level stuff I seem to have lowered my ability to do addition and subtraction as quickly as I could)

Except it isn't, because your method doesn't fit into the 100% scale unless you make it a 6 point scale. 
And while my old A-level tutor managed to run us through some calculations to prove that 3=4, I can't quite remember it so for now 5 definately does not equal 6 
(I also can't quite remember what his workings hinged on that we as A-levelers didn't catch... may have been something to do with imaginary numbers, but it was a long time ago. All I know is Thomas Stubley is down £1 for his trouble)
