Ehm.. for creating mockups for things we use most of the time a vector graphics editor like illustrator.. of freeware: Inkscape, Karbon14.. we use that to create layouts.. it's easier with vectors cause it's scalable and molable like clay.. and stackable & postionable like LEGO...
When you combine or edit images like jpg or gifs.. we use a raster graphic editor.. like photoshop or Freeware: Gimp..
But when you want to make a website.. we use Dreamweaver or Freeware: Nvu...
