This scenario is a bit like the Matrix trilogy.
Episode one bring the context of the story, then episode 2 set thinks on fire and raise other questions.... then episode 3 won't answer a lot and let people speculate 
.
Anyway, for Gears 3 we can only be sure of one thing : Some Carmine's brothers will feel the heat again !
