I'm ranked 8 in both service report and wins, so yes it is how good I am... there is no "time played" rank...

 

 No I mean does it work with ratio's or not? In COD 4 I could play 200 matches win 190 of them and still be ranked lower than someone who played 1.000 matches and only won 230.
