After the fact. The numbers usually have to be retroactively corrected. The good thing is that VGC tends to be very open about this, and will highlight the differences between their estimates and NPDs. This means that only recents sales (within the last month) will be unreliable (if you want better than a 10% margin), while long terms sales (most notably console sales) will be relatively accurate as the last month makes up only a small % of the overall sales.
