Yes and no. Despite the horrible things that Bush did, the long-term impact of some of his programs will be positive and unintentionally he opened up a dialog about the limits of the executive branch and American power in general.

I certainly hope so, and certainly there will be some backlash, but I am concerned that the pendulum won't swing as far back as you think it will. 

Take the warrantless wiretapping.  All the telecom companies but one caved.  What happens to them?  Nothing.  Congress failed the shit out of me, they didn't even give Qwest a reward for being a decent corporate citizen.
