Fallout 3 is my GotY. Gears 2 is very, VERY close second place.
I'd say get Fallout 3, you can play it for 60 hours, and Gears 2 online is in need of a patch.
That said, if you like shooters, get Gears 2.
You can't go wrong, they both give mega-bang for your buck, and Gears 2 has the best campaign experience in a shooter, to date. Either Gears 2 or Half-Life 2, anyway.
....it's a hard decision.
