2 million is perfectly reasonable for a game like Halo 3 in one week. What did the last Pokemon do for it's first week, I think it was something like 1.5 mln in NA alone. Halo 3 is more popular, one would think, with the demographic that is spending their own money would sell more... but the install base is lower.
I would cite regulation, but I know you will simply ignore it.
