They would never let you make your own Zelda, nor would they do it outside of their own consoles. That said, they know of and tolerate ZC because it doesn't make them lose sales and may even increase sales of their games (all ZC users are ultra-hardcore Zelda fans. Even the easier good quests are 10x harder than say LttP)
