Couldn't be bothered reading the whole thing. The pics were hard to compare considering in one your eyes were instantly drawn to the bright corner and the aliasing on the crane whereas in the other it was much further away.
Suffice to say, the difference in file size you are talking about could be explained by one person using standard format and the other using optimised format in the 'save as' window in Photoshop. I just threw in a 1650*1050 wallpaper and tried both. The latter increases file size by 40-50% and it's a setting that Photoshop saves and uses every time once you use it.
Two people on two different computers could get quite different file sizes for the same images and never even really notice. Not saying Gamespot isn't biased;) but i'd want to see alot more evidence than this before i called it on the pics.
