Mostly yes, but I think DQ8 sold quite well in the west, didn't it? Perhaps SE need to advertise their DQ more to raise the awareness?
As for SE and PSP, not only did they make money on Crisis Core, but they also developed the engine for their future titles, and the titles will be cheaper to develop as the bulk of the engine is already here. FF Dissidia, Kingdom Hearts BBS, FFXIII Agito, they all appear to be running on an enhanced CC engine. Not sure about Parasite Eve 3...
