I think a better question is will it ever hit that point? Effectively you need to sell 2 and 1/3rd DS for every PSP in order to be able to hit 70% market share.
The DS has managed to accomplish these numbers in the past but I think a surge from the PSP in Japan is coming soon with the slim models coming out and it is going to be very hard for the DS to not lose ground towards this "goal".
