It's the latter.
I think it's rather hard, under the circumstances VGC has been given, to tabulate bundle sales, when such information may be hard to come by.
VGC is NOT biased. I wholly trust Broshnat/Brett/ioi & the rest of the VGC staff. They under, and overtrack systems impartially.
And for the record: The X360 has been thrown back COUNTLESS times due to improper data/methodology. It took ages to reach 10m, due to multiple revisions in Europe. This is the FIRST time EVER that Europe/Other data was positively effected on behalf of the X360.
Back from the dead, I'm afraid.
